A Study on Human Trafficking and Legal Reform in Morocco

The study "Trafficking of Women and Children in Morocco", co-conducted by Aïda Kheireddine as part of her former consultancy firm CD-BE, with her then-associate Antonia Carion and legal expert Michèle Zirari, represents a significant step forward in understanding and combating human trafficking. Commissioned by the Ministry of Justice and UN Women, the research played a fundamental role in the development and adoption of Law 27-14, now in force, which provides a solid legal framework in line with the Palermo Protocol.

 

The study employed a rigorous methodological approach, exploring both national and transnational dimensions of trafficking. It examined various forms of exploitation: sexual exploitation, forced labor, forced begging, organ trafficking, and forced marriage. Grounded in the definition of human trafficking established by the Palermo Protocol, the study differentiates between patterns specific to Morocco and those linked to transnational flows, often involving migrants from sub-Saharan Africa or Moroccans exploited abroad.

 

This comprehensive analysis, based on interviews with key stakeholders and empirical analysis, spanned several regions, including Morocco, Gulf countries, Nigeria, and various European countries (France, Belgium, Spain). This global perspective allowed for a mapping of trafficking routes and a precise identification of flaws in Morocco's legal framework prior to the enforcement of Law 27-14.

 

A significant strength of the study is its concrete recommendations, calling for better prevention, enhanced victim protection, and improved coordination among national and transnational actors.

 

Rigorously conducted, this research marked a turning point in the fight against human trafficking in Morocco. Carried out with high-level legal and methodological expertise, it has become an essential reference for institutions and organizations engaged in this field.
